Mission Statement
To account, monitor, control and carry out Government’s policy relative to Revenue and Expenditure of the Public Service.
Areas of Responsibility
To account, monitor, control and carry out the policies of the Government as they relate to the revenue and expenditure transactions of the public service and produce The Bahamas Government Final Accounts. These responsibilities are governed by the Constitution of The Bahamas, The Financial Administration and Audit Act 1973, The Financial Regulations 1975 and the Stamp Act.
Departments
The Treasury Department comprises the following departments and sections:
- Office of the Treasurer (Headed by Eugenia Cartwright) - Cash and Debt Management Section, Human Resources Section, Central Records (Registry Section), Stamp Exemption Section.
- Accounting and Financial Services Division (Headed by Senior Deputy Treasurer - Ms Mary Mitchell) - Accounting Section, Payments and Computer Operations, Controls and Final Accounts, Family Islands Accounting Section.
- Cash and Banking Division (Headed by Deputy Treasurer, Ms. Miriam Curtiss) - Bank Reconciliation Section, Revenue Collection Section, Cheque Issue Section.

Key Functions and Responsibilities
The Treasury Department Acts as custodian of the people’s money.

Cash and Public Debt Management Section
Functions:
- Ascertain government’s cash and debt position.
- Collect daily statements on Government’s Accounts from the Royal Bank of Canada (RBC).
- Preparation of reports and graphs for submission to senior officers within the Ministry of Finance and the Treasury Department.

Human Resource Section
Functions:
- Responsible for all HR matters (recruitment, punctuality, promotions, leave, terminations, training, etc.) for staff of the Treasury Department.
- Responsible for assigning staff within the Treasury Department, the sub offices in Abacore and Freeport, as well as the accounting section of the various Ministries and Departments of the Public Service.
- Address HR related queries from staff of the Treasury Department.

Central Records (Registry) Section
Functions:
- Processing (Record in register, date stamp and redistribute to relevant sections) of all incoming correspondence to the Treasury Department.
- Scan appropriate documents into document management system.
- Disseminate all Treasury Department correspondence.
- Conduct routine correspondence research, supplying documents as necessary.
- Maintain correspondence files for each ministry, department and quasi agencies.

Stamp Exemption Section
Functions:
- Processing of applications for stamp duty exemption requests by first time homeowners on their Conveyance and Mortgage Instruments relative to the acquisition of their first time dwelling home mortgages.

Accounting & Financial Services Division
Accounting Section
Functions:
- Processes the budget of the Treasury Department.
- Order and distribute supplies for Treasury and the sub offices.
- Process requests for cash and bank imprests.
- Review and monitor bank reconciliations submitted by Ministries and Departments relative to Bank Imprests.
- Process and approve applications for loans (educational, medical and vehicle) and salary advances submitted by Ministries and Departments on behalf of public officers.
- Provide loan related salary deduction information to the Treasury payroll section as well as the respective Ministries and Departments of the loan recipients.
- Account for repayment of loans (educational, medical and vehicle), salary advances, salary overpayments and surcharges.
- Collection of scholarship loan payments for loans issued prior to 2005.
- Confirmation of loan balances for loan recipients, Banks, Pension Section – Treasury Department, Public Service Departments and Auditors (Auditor General and Internal Audit).
- Post monthly expenditure report for the Auditor General and the Gaming Board.
- Posting of Crown Agent Journals.
- Confirmation of Corporation Advances for Accounting Firms of the various corporations.
- Processing of applications for deposit fund codes.
- Clearance of travel allowance subsistence for Treasury Employees only.
- Maintenance of the Accounts Receivable, Inventory and Fixed Assets Modules of the Treasury Financial Management System.
- Preparation of the Mid Term Report for the Treasury.

Payments & Computer Operations Section
Functions:
- Print and approve all purchase orders over BS$500.00 for local and foreign vendors.
- Process deposit fund payments.
- Process salary payments charged against capital or deposit fund items.
- Process stale dated or replacement cheques.
- Process bank drafts over BS$3000.00.
- Process wire payments for both local and foreign vendors.
- Process template vouchers.
- Process appropriation transfer warrants (ATWs).
- Cancel vouchers for online Ministries and Departments as per written requests.
- Select and schedule all release vouchers and produce cheques for online Ministries and Departments.
- Void Cheques upon written requests from Ministries and Departments.
- Process payroll, pension and miscellaneous batches.
- Provide online training and support for Ministries and Department Personnel.
- Provide technical assistance.
- Supply Ministries and Departments with Purchase Order Forms for purchases under BS$500.00, appropriation transfer warrant forms and treasury vouchers.

Controls & Final Accounts Section
Functions:
- Approve and process requests for new vendor identification (ID) numbers.
- Process the following warrants to release funds - Treasurer’s Warrants ( recurrent and capital), Subsidiary Warrants, Virement Warrants, Contingency Warrants, Block Virements.
- Process general vouchers for Ministries and Departments.
- Correct journal posting errors.
- Post revenue data for online Ministries and Departments.
- Post weekly and monthly payroll journals.
- Post customs and immigration overtime journals.
- Open new general ledger accounts.
- Establish new business units and set up modules in the Bahamas Government Financial Management System.
- Investigate queries relative to the general ledger accounts.
- Reconcile stale dated cheques general ledger accounts with subsidiary ledger.
- Reconcile dishonoured cheques general ledger accounts with subsidiary ledger.
- Verify that all transactions in the form of journals that were processes during the month or year are posted to the general ledger.
- Assist the Ministries and Departments in locating entries that should have been posted to their control accounts.
- Responsible for month end closing and year end closing of fiscal periods.
- Generate monthly reports.
- Prepare treasury final accounts.
- Provide system security.
- Assign user identification numbers and profiles.
- Supply block virement forms and journal voucher forms to Ministries and Departments.
- Investigate queries.

Family Islands Accounting Section
Functions:
- Transfer funds on behalf of the central government Ministries and Departments in Nassau to Family Islands, to defray central government expenses in the Family Islands.
- Separately transfer funds on behalf of the Department of Local Government in Nassau to defray local government districts and town area expenses in the Family Islands.
- Process consolidated fund accounts and deposit fund income and expenditure accounts from the Family Islands.
- Clear and reconcile the Family Islands’ Administrator’s control accounts.
- Supply the Family Islands’ Administrators with accounting documents for processing their Family Islands’ accounts.
- Provide financial advice to Central Government Officers and Local Government officials in the Family Islands.
- Process requests to open or close Family Islands’ bank accounts or add or delete a signatory to the bank accounts in the banking districts.
- Processing postal transaction cheques from the Post Master General, Nassau
- Responsible for processing Treasury Vouchers received from the Post Master General, Nassau.
- Process post office advice and draft notes received from the Family Islands’ Administrators.

Revenue Collection Section
Functions:
- Collects government revenue through realty transactions, bank & trust fees, stamp duties, licences (pharmacy, veterinary, auctioneers, dog)
- Responds to queries from Vendors about their cheque payments.

Cheque Issue Section
Functions:
- Signing and issuing cheques to the general public, government agencies and vendors via person, bank or the post office.
- Sort cheques in different categories to be issued to the various individuals, Government Ministries and Departments and vendors via person, postal address or banking information.
- Process stop payments on cheques issued based on written request.
- Conduct queries on cheques.
Types of cheques issued by the Cheque Issue Section:
- BS$ cheques are issued for goods, services and capital works supplied by vendors and for local official travel by employees.
- US$ cheques issued to government employees for official travel overseas only.
- Deposit Fund cheques for medical, car and education loans, and for other special circumstances.
- Payroll cheques related to salary, allowances (hazard, duty, responsibility etc), honorarium, salary arrears, outstanding salary due to Legal Personal Representative (LPR).
- Pension cheques for gratuity cheques due contract officers only).
Requirements for collecting Cheques (in person or on behalf of private companies):
- Individuals collecting cheques from the Cheque Issue Section of the Treasury Department should walk with at least one valid photo ID (either Passport or Driver’s License).
- Persons collecting on behalf of private companies and vendors should forward an authorization letter advising of the names of persons who can collect cheques on their behalf.

Pension Section
Functions:
- Process the monthly pension payroll for retired personnel.
- Verification of pensioners every January and July annually.
- Processing of payment vouchers received from the department of Public Service on behalf of - Retired public service officers, Legal personal representatives of deceased officer, Dependants of deceased pensioners,Seconded officers to various government corporations and transferred to Authorities, Judiciary.
- Process gratuity payment vouchers received from the department of Public Service on behalf of persons who have exited the public service after ten or more years.
- Preparation and processing of payment vouchers for former members of parliaments and Governor Generals.
- Process monthly payments to widows, orphans, and war veterans.
- Verification of widows, orphans and war veterans every January and July.
- Process stale dated and replacement pension cheques.
- Process verification letters for banks, financial institutions and the embassy.
- Issue pension drafts for overseas territories.
- Process stop payments on pension cheques.
