Salary Progression

Recommendations that require Salary Progression:

  1. Promotion
  2. Accelerated Increment
  3. Confirmation
  4. Unpaid Leave during probationary period
  5. Extension of probationary period
  6. Salary Reassessment
  7. Renewal of Contract
  8. Renewal of employment on temporary month-to-month terms
  9. Reclassification (in some instances)
  10. In-Service Training Award
  11. Resumption of Duty (i.e. after the expiration of Unpaid Study Leave / Unpaid Leave
  12. Interdiction
  13. Withholding and deferring of Increments
  14. Appointment to The Permanent and Pensionable Establishment
  15. Reduction of Salary
  16.  Etc...

Please note – in some cases a Ministry or Department may submit a request to ascertain how an officer’s salary should progress if it is felt that the officer is being over paid or under paid. In that case, you will prepare the progression, forward it to us through your Ministry and we will forward it to The PSC to make it official.

Things to remember when preparing Salary Progressions:

  1.  If an officer is at the maximum of the scale, he cannot be granted an accelerated increment ( 7(a) increment).  7(a) increments are granted for courses of six months duration or above. There is an exception made for Nurses – they may be granted 7(a) increment for courses of three (3) months duration or more.
  2. If an officer is at the maximum of the scale and is recommended for promotion, he will receive one (1) increment in his present scale on promotion.
  3. If an officer is not at the maximum of the scale and is recommended for promotion, he will receive one increment plus another one (in his present scale) IF he would have worked nine (9) months or more towards his next increment.
  4. If the maximum of a scale is higher than the maximum of the First Assistant Secretary scale (Scale A1) that scale is defined as a super scale.
  5. If an officer is at the maximum of the scale and is recommended for promotion to a super scale (please note – his substantive scale should be a super scale), he will receive two (2) increments (in his present scale) on promotion.
  6. If an officer is not at the maximum of the scale and is recommended for promotion to a super scale (please note – his substantive scale should be a super scale), he will receive two (2) increments plus another one (in his present scale) IF he would have worked nine (9) months or more towards his next increment.
  7. When progressing an officer’s salary who was granted an In-Service Award, you will show all increments and increases. Please note – an officer does not receive increments while on In-Service Award. When he returns, his increment will be uncoded.
  8. When progressing an officer’s salary who was granted Unpaid Study Leave or Unpaid Leave, you will show all increases but NOT increments. On return, his incremental month normally will change (i.e. if he had leave for three (3) months or more).
  9. Whenever an officer’s incremental month is the same month of a conversion or special increase, the conversion should appear first.  A conversion is a general increase; a special increase refers to an increase that only particular scales receive (i.e. in July 2001 the MD, H and N Scales received special increases).
  10. In July 1999, we received an incremental increase NOT a salary increase. Officers will receive the incremental increase on the incremental month.
  11. In 2002 there was an anomaly exercise, where some scales received increases and others did not (note – it was not a general increase/conversion). The increases were granted either 1st January, 2002 OR 1st October, 2002. Please check salary scale booklet to verify amounts received.
  12. If there is change in the scale during a Salary Progression, the progression should reflect that.
  13. Salary Progressions are usually kept at the back of the file.
  14. Salary Progressions are usually completed on the attached form.
  15. You can begin a Salary Progression from an officer’s last promotion OR appointment date – the decision is yours.

A Salary Progression is a table representing how an officer’s salary should progress.

A Salary Progression would capture any change that occurs in an officer’s salary – e.g. accelerated increment, promotion, reclassification (if a change occurred), reassessment etc...
