Government’s tool for reporting Financial data in the format of the government’s new Chart of Accounts.

COGNOS allows Finance and Treasury Officers to produce a variety of reports based on the financial data pulled from TFMIS.
4 Registrar General’s Department Civil (births, marriages, deaths, deeds & document) and Corporate (Registered Companies) system upgrade Both the hardware and software were upgraded.  The system resides in a more secure location.  Security breaches were remediated.

The environment is now undergoing a hardening exercise to reduce vulnerabilities in the technology applications, systems, infrastructure, firmware, and other areas.  It also poses to eliminate potential attack areas.

Govt. of the Bahamas Financial Management Information System upgrade

The Financial Management System

  1. Tracks expenditure and generated revenue
  2. Bank Reconciliation
  3. Allows all ministries and departments to make payments to vendors
  4. Allow the Treasury Department to perform release of funds at set intervals in the fiscal period.
  5. Allow the Minister of Finance, the Financial Secretary, Deputy Financial Secretaries and all agencies to track spending during the fiscal year.
The Financial Management System was moved from the iSeries to the Windows Platform – Infor 4.0, now known as TFMIS (Treasury Financial Management System).

The Chart of Accounts was converted to Government Financial Statistics (GFS) Format that allows for programme management and results based.

All customized modules were modified/create to facilitate functional change requirements.
6 Whole Of Government e-Government portal environment upgrade (www.bahamas.gov.bs ) The portal was moved to new hardware and the environment was upgraded.  The service no longer experiences continuous down times.

The Portal software is currently being assessed and will undergo further stabilization until it is replaced under the Digitalization Project.
7 Whole Of Government Replacement of PCs and Laptops running Windows XP. Agencies were assessed and XP machines identified and replaced.  The XP machines were taken out of service and condemned.

Sixty-six percent (66%) of feedback respondents strongly agreed the event was relevant compared to twenty-seven (27%) who agreed.

 

    Topic: Digital Transformation in Government  Twenty-six (26) participants from twenty-three (23) agencies attended the forum.

Introduced and had hands-on training in Adobe Acrobat Reader DC Tool. Seventeen (17) Participants signed up for additional training.

To date the tool is widely used in the paperless initiative.

Participants watched two short videos: (1) How does Blockchain Technology works? (2) Smart Contracts- Simply Explained.

Five (5) groups formed to discuss: (A) Qualities of Blockchain Technology and prioritization of benefits to the Bahamas government; (B) A Case Study to summarize and share; (C) Note any potential usages of Blockchain Technology for the Bahamas Government.

Sixty-one percent (61%) of feedback respondents agreed the event was relevant compared to thirty-three percent (33%) who strongly agreed.
    Topic: Cybersecurity Twenty-six (26) participants from twenty-three agencies attended the forum.

Participants learned:  PC Client Endpoint Protection - Antivirus, Firewall and Intrusion; Protection Systems(IPS);  Intrusion Detection Systems(IDS); Deleted File Retrieval; Virus Removal; Hidden File Recovery; File Decryption; Email Protection; Cloud Carib; Active Directory Implementation (Security); IT Security Threats to Bahamas Government Infrastructure; and DIT’s IT Security - The Way Forward.

Eighty-three percent (83%) and thirteen percent (13%) of feedback respondents strongly agreed and agreed respectively that the event was relevant.
    Topic: Interoperability  Thirty-seven (37) participants from twenty-eight agencies attended the forum 

Learned the meaning of interoperability, along with its top five (5) key principles, and five groups discussed five case studies on interoperability. 

Participants learned of upcoming Information and Communication Technology (ICT) activities and projects for 2019 to 2024 which included an overview on the IDB Loan for Government Digital Transformation.

    Topic: Cybersecurity

Twenty-seven (27) participants from thirteen (13) agencies attended the forum online.

Participants learned

“How to Identify Harmful Emails.” He discussed: 

  1. Terms associated with malicious emails such as Social Engineering, hyperlink, and domain 
  2. Ways to identify a malicious email by
    1. looking closely at sender’s email address 
    2. rechecking URL link 
    3. using mouse rollover to validate link/s in email body 
    4. types of Social Engineering formats and examples.

Participants also asked about Social Media tools such as WhatsApp and Zoom.

Seventy-five percent (75%) and twenty-five percent (25%) of feedback respondents strongly agreed and agreed respectively that the event was relevant and useful.

   

Topic: Cyber Resilience

Forty-three (43) persons joined the meeting, of which thirty-two (32) were Agency CIOs or representatives from twenty-five (25) agencies.

Participants learned:

  1. What is cyber resilience? 
  2. What is a cyber risk? 
  3. What is a cyber incident? 
  4. Why is cyber resilience needed? 
  5. How do we practice cyber resilience?

Three groups had hands-on in 

  1. Group A - Cybersecurity protection in Whole of Government (WoG); 
  2. Group B - Phishing, Vishing or Voice Phishing Attacks; 
  3. Group C - Social Engineering.

Participants also learned about the Cyber Security Awareness Ambassadors programme.

Eleven out of twelve feedback respondents strongly agreed the event was relevant and useful.

Epics back-office was launched first to process walk-in applicants.

Online Service for Renewal of Passports was launched in May 2019 with almost 5,000 passports being processed within the first month.

The Passport Office will continue to roll-out different types of passports through the year.

Executing Agency Is Now Office Of The Prime Minister

Develop Project Profile and Loan for The Bahamas Digital Transformation Strengthen Competitiveness (BH-L1045)

Project was officially signed and launched in 2018.

A Project Execution Unit was formed, Digitization and Transformation Unit (DTU) and the project is in progress.  The new services portal was launched by the DTU February 2020 offering online services such as Renewal of Drivers Licence, Application for Birth, Marriage or Death Certificate.

Procurement of a Public Financial Management Information System (PFMIS) and Human Resource Management Information System (HRMS)

This falls under Component III of the IDBs PFM/PMR project.

The RFP was developed, approved, and distributed.  The bid process was completed and a firm selected to manage the end to end process.

The project has progressed to the point of evaluating the bid response for the procurement of the PFMIS and HRMS.  DTaD is providing Technical advice and support.

Development of an electronic Procurement and Supplier Registry System

This falls under Component IV of the IDBs PFM/PMR project.

The Electronic Procurement and Supplier Registry System was launched Feb 5th 2017 to allow suppliers to register for government opportunities.  Interested bidders can prepare and submit documents through the online system.  Buyer training and registration currently going on.

It is planned to expand the system to an end to end procurement management solution.

Procurement of Non-Intrusive Inspection (NII) systems for the Ports of Entry.

 

Conducted tendering process.  The evaluations were completed by the evaluations committee and the report with the winning bidder was submitted to the AFS for approval.

Bahamas Electronic Cabinet Management Information System (BECMIS)

The implementation of an e-Cabinet Solution for Cabinet Memoranda, Agenda, Conclusions, and other documents.

 

 

The tendering process for the The Bahamas Electronic Cabinet System (BECMIS) has been completed.  The contracts have been negotiated and signed between the parties and the vendor has begun work.

This system allow Prime Minister (PM) , Cabinet Minister and Cabinet Officers to securely conduct cabinet proceedings from anywhere and at any time through the digitation of the cabinet processes and documents. 

Currently at the facilitation, management and coordination of the successful implementation of the phases 1 to 3 of the Bahamas Ecabinet Management Information Management System.

Procurement of a firm to conduct VAT-Exemption Services on behalf of The Government of The Bahamas.

The RFP has been published and the evaluation committee has received bids, and are now about to see presentations.  Evaluations will be conducted shortly thereafter.

Development of a National Strategy for Statistical System (NSS), under the IDBs PFM/PMR project.

The draft strategy has been created, and an assessment of the current IT structure as well as data has been conducted by an external consultant.  The new Statistics Bill has been drafted and is now in the consultation stage.

Procurement of specialized equipment for Land Management

(both hardware and software) inclusive of services, for the Mapping section within the Department of Land and Surveys

The tendering process is completed. The contract has been negotiated and signed between the parties.  The vendor has already supplied a number of equipment and has also conducted initial training on some of these equipment.

The solution will allow for the collection, capture, recording, processing, and management of voluminous amounts of data and documents.

The required specialized mapping equipment, inclusive of hardware and software, to meet the needs for the Mapping Section within the DoLS (the “Project”). 

The implementation of the above should enable the DoLS to complete various types of mapping/surveying tasks and operations faster and to gather more accurate data, thereby improving business processes and procedures within this agency.

The creation of these online forms will allow customers to apply and pay for the services offered by the Port Department. This also includes a full end to end system that will allow Port Officers to view, approve/reject application and well as receive payments and issue notifications of status.

41 Bahamas Agricultural Health And Food Safety Authority (BAHSFA) Facilitate the Procurement of an Electronic Inspection Management Information System. The selection of a vendor that will fully digitize BAHFSA’s inspection/permitting procedures removing the need for paper in the inspection/permitting process
42 Department of Housing Facilitate the procurement of a commercial grade scanning equipment  and active directory to digitize crown maps. Procured a commercial scanner to digitize their crown grants and plans and with the creation of an active directory to store those images that will be accessible to key members via the network until the Crown Grant Management Information System is in place.

The Ease of Doing Business Consolidation Online Form was created. 

Applicants can now apply online via The Department of Inland Revenue’s website using the Ease of Doing Business Consolidated Form.  Once approved the Business Licence is processed and emailed to the applicant within two (2) days.

There is no longer the need for the applicant to travel to the various Agencies to process the application.  The applicant is also notified of the status along the way.

Provide the technical support required to provide network connectivity (Wire and wireless) to all schools in Nassau, Freeport and Eleuthera to allow online learning and the implementation of other Education initiatives.  Currently working on Andros, Exuma and all other southern islands connectivity.

Teacher are now able to facilitate online learning.

MOE is now able to implement there LMS and EMIS solutions.

MOE is now able to better manage staff and students through the implementation of an Active Directory server.  This also created the possibility of a central file storage area.

more than 50 government agencies.  Currently in the process of upgrading the network and internet speeds at all agencies (doubling existing speeds) to better facilitate online collaboration and access to the data centre servers (RGD, Passport, Immigration, Inland Revenue, etc.)

The WebEx Training platform is being used by Ministry of Public Service and DTaD to continue service wide training.

Launched 604-GOVT with the options to:

  1. Get assistance with email, software applications, passwords, and webex
  2. Get assistance with desktop devices
  3. Get assistance with Internet and connection to the government’s network
  4. Operator for further assistance.

This implementation has enabled the department to work more effectively both at home and in office.

62 Cabinet Office Bahamas e-Cabinet Management Information System (BEMIS)
  1. Cabinet Memorandum created online with upload of supporting documents.
  2. Online collaboration on matters before Cabinet.  Ability to vote on matters online
  3. Notes created online with Agenda item
  4. Cabinet Conclusions automatically generated
  5. Secure access
63 Ministry of Social Services and Urban Development Social Protection Management Information system
(ProMIS.gov.bs)
  1. Clients can apply for a benefit or programme online.
  2. Proxy Means Test (PMT) calculates eligibility based on customizable parameters.
  3. Coupons can be created electronically and can be collected in person or sent electronically
  4. Clients can sign-up for digital wallets
  5. Social workers have more time for home visits.
  6. Better record keeping
  7. Workflow incorporated into system
