The Bahamas Government is committed to strengthening its capacity to monitor the progress and implementation of key government priorities. Under Component I: the Government will create  proactive, integrated mechanisms to help line ministries and  key stakeholders in crucial  cross-sectorial areas, to achieve the desired outcomes for initiatives identified as mission critical or “top priority.”  These changes will result in increased government effectiveness and improved performances in the public sector.
 

The establishment of a results-based delivery mechanism within the Office of the Prime Minister will facilitate cross-agency communication, improve monitoring, increase information sharing and reduce exposure to risks that are inherent within less efficient systems. More critically, it will introduce additional technical approaches which will provide information to the Centre of Government to allow the development of policy and solutions which yield the strongest results for the people of The Bahamas; while also focusing on achieving those results; working collaboratively with ministries to remove obstacles and other performance barriers to realizing the desired outcomes.  Efficient delivery systems have a positive impact on achieving meaningful results. As such, increasing strong policy development, performance monitoring and delivery capacity is an integral factor in the prudent allocation, management and monitoring of public resources towards the Government’s priorities.
 

Component 1 will strengthen the management capacity of the public sector to efficiently and effectively deliver priority projects and programmes; ensuring that political vision is converted into measureable results. This component will finance:

  1. the development and implementation of a results-based governance mechanism (management model) for focusing policy action; unblocking obstacles; monitoring, coordinating the implementation of priority projects and programmes; and building systems and human capacity;
  2. the implementation of an Information and Communication Technology (ICT) system for monitoring priority projects and programmes across government, with physical and financial targets, among other data, including the corresponding hardware infrastructure and training;
  3. the establishment of an intensive training and change management programme to strengthen the monitoring and coordination of the Delivery Management functions of the Economic Development and Planning Unit (EDPU), as well as staff from priority sectors;
  4. the creation of a Monitoring and Evaluation framework for the National Development Plan (NDP); and
  5. a revised Institutional and Technical framework for the operations of the Bahamas Investment Authority.
